            I have not <ex>th</ex>e bookes to searth into those statutes, nor have I seene <ex>th</ex>e <lb/>
            petition of right But that <ex>th</ex>e King may authorize vnder his great Seale <ex>th</ex>e admi-<lb break="no"/>
            nistring of an oath (as this hee doth) appeares in his making of Incorporations <lb/>
            and giueing them power to sweare <ex>th</ex>e members of them to <ex>th</ex>e statutes of those In-<lb break="no"/>
            corporations: The Oath against Simon<add place="above">e</add>y is thus authorized in King Ieames his <lb/>
            booke of Canons Can 40, O<del rend="strikethrough">o</del>ur Oath in <ex>th</ex>e Vniversity, and in perticuler Colledges <lb/>
            have noe other warrant. 2ly Suppose by <ex>th</ex>e lawes of <ex>th</ex>e Land <ex>th</ex>e giving of <lb/>
            such oathes ware vnlawfull yet I conceive, that <ex>th</ex>e Statutes make such oathes <lb/>
            pr<ex>e</ex>iudicall to those that administer and impose them, not to those that take <lb/>
            them being imposed.
         </p>
         <p>

               2 Answer.
            </add>
            The clause of <ex>th</ex>e oath to which this doubt refirrs, I conceiue to be this, <lb/>
            I doe approoue <ex>th</ex>e doctring and discipline or Goverm<ex>en</ex>t established in <ex>th</ex>e <lb/>
            Church of England, as containing all things necessary to salvation: By which <lb/>
            words it appeares that ye doctrine of the church of England is by the oath <lb/>
            acknowledged, to containe all fundamentall truthes, and not to be wanting or <lb/>
            defectiue in any truth necessary to salvation: So that w<add place="above">h</add>ether this clause <lb/>
            respect only <ex>th</ex>e 39 Articles, or any other publike and authorized explanation <lb/>
            of any perticuler truth noe man can conceiue, that there is wanting eyther <lb/>
            in the one or in <ex>th</ex>e other any truth which is necessary to salvation, And furthe<supplied reason="damage">r</supplied> <lb/>
            <ex>th</ex>e Oath extends not <space unit="chars" extent="12"/> 2ly when it is said that our doctrine conteines <lb/>
            all things necessary to salvation, it is not to be thought, that we esteeme <lb/>
            every truth taught and established by our church to bee necessary to salvati<lb break="no"/>
            on, but onely yt in <ex>th</ex>e body of sacred truth established in our church, there are <lb/>
            all, and every necessary saveing truth conteined, though over, and above, there <lb/>
            are many other profitable truthes acknowledged, and established, which are <lb/>
            not of fundamentall necessity to salvation 3ly: By Discipline in the place <lb/>
            are not vnderstood <ex>th</ex>e Canons of <ex>th</ex>e church, appointing rites, and ceremo-<lb break="no"/>
            nyes for order, and decency, which <ex>th</ex>e Church never intended to make vnchan<add place="above">ge</add>
                <lb break="no"/>
            able, as Appeares in <ex>th</ex>e pr<ex>e</ex>face to <ex>th</ex>e Common prayer <sic>booker</sic> concerning ceremo-<lb break="no"/>
            nies, and in <ex>th</ex>e 34 Article: And to pr<ex>e</ex>vent any mistake herein, and for clearing <lb/>
            of the meaning of <ex>th</ex>e word, Discipline, <ex>th</ex>e other word Goverment was purposte-<lb break="no"/>
            ly added for explanation, whereby this Synod vnderstood, <add place="above">
                    <ex>th</ex>e</add> p<ex>ar</ex>te of Ecclesiasticall <lb/>
            discipline, which consistes of <ex>th</ex>e severall Governours, and officers of <ex>th</ex>e Church, <lb/>
            as Arch-Bishops, Bishops, Deanes, Arch-deacons, <ex>th</ex>e abolishing of these gover-<lb break="no"/>
            nours, <ex>th</ex>e Synod intended to prevent by <ex>th</ex>e Oath but not to make <ex>th</ex>e Ca-<lb break="no"/>
            nons concerning rites, and ceremonies vncapable of alteration.
         </p>
         <p>

               3 Answer
            </add>
            First, suppose that clause (all things necessary to salvation) referr onely to <ex>th</ex>e <lb/>
            doctrine of <ex>th</ex>e Church expressed in <ex>th</ex>e 39 Articles, yet <ex>th</ex>e lawfullnes of <ex>th</ex>e <lb/>
            Oath hath warrent from thence being in <ex>th</ex>e 36 Article ratified and authori-<lb break="no"/>
            zed. <space unit="chars" extent="5"/> 2ly I see not why wee may not conceive <ex>th</ex>e sense of <ex>th</ex>e words now <lb/>
            in doubt to be taken conjunctim comprehending both doctrine, and disciplin<add place="above">e</add> <lb/>
            or goverment, for vnderstanding of which, we must grant that a lawfull <lb/>
            ministery is in a great degree necessary to <ex>th</ex>e being of A church to <ex>th</ex>e preach-<lb break="no"/>
            ing of <ex>th</ex>e word, And administration of <ex>th</ex>e Sacramtents. <space unit="chars" extent="3"/> And in what <lb/>
            degree <ex>th</ex>e preaching of <ex>th</ex>e word, And administration of <ex>th</ex>e Sacraments, are <lb/>
            necessary; in <ex>th</ex>e same degree is A lawfull ministery necessary, soe <ex>tha</ex>t when we <lb/>
            say, <ex>tha</ex>t <ex>th</ex>e discipline, or goverment, of <ex>th</ex>e church by Bishops containe some

            thinges necessary to salvation, wee only acknowledge that <ex>th</ex>e Bishops are, <lb/>
            and have power to ordaine A lawfull Ministery, Not but that other Churches <lb/>
            have a lawfull Ministery allso, although not soe regularly, and according to <ex>th</ex>e <lb/>
            practise of <ex>th</ex>e Primitive church established amongst them.
         </p>
         <p>

               4 Answer
            </add>
            First by consent is ment A p<space unit="chars" extent="8"/> Active, operative consent concurring to <lb/>
            alter <ex>th</ex>e goverment of which implyes willingnesse, desire, endeavour, and vo-<lb break="no"/>
            ting such A change <space unit="chars" extent="5"/> 2ly, The p<ex>ro</ex>mise of not giveing such consent to <ex>th</ex>e <lb/>
            altering of <ex>th</ex>e goverment of <ex>th</ex>e Church established by Arch-Bishops Bishops <lb/>
            Deanes Archdeacons may well be conceived to be absolute, and not Conditio<lb break="no"/>
            nall <space unit="chars" extent="5"/> 3ly Hence it followes, not, that A man taking his Oath shall <lb/>
            bee inforced to goe contrary to <ex>th</ex>e Oath of Alegiance and supremacy, and <lb/>
            to resist Authority, because there is A middle way betweene those two <lb/>
            extremities of consenting, or resisting; Namely, in case such an alteration <lb/>
            should be brought uppon <ex>th</ex>e Church though I may not consent to it by <lb/>
            vertue of this oath, nor yet oppose, and resist <ex>th</ex>e Kinge when he shall <lb/>
            doe it, by verute of any Allegiance yet I may patiently submitt to it./
         </p>
         <p>

               5 Answer
            </add>
            The Calling of Bishops hath much more evidence in Theology, and antiqu<supplied reason="guttering">i</supplied>
                <lb break="no"/>
            ty for <ex>th</ex>e warrent of it, then <ex>th</ex>e calling of Deanes, and Archdeacons, for <lb/>
            which nothing is nor can bee alleadged, but onely Canonicall, and Ecclesias<supplied reason="guttering">ti</supplied>
                <lb break="no"/>
            call constitution, yet they being usefull, and expedient help<add place="above">e</add>s for <ex>th</ex>e gover<lb break="no"/>
            ment of <ex>th</ex>e Church, and soe for A longe time approoved, <ex>th</ex>e alteration <lb/>
            and removeall of them may well bee provided against, together with <ex>th</ex>e <lb/>
            more principall and primitive goverment of Bishops./
         </p>
         <p>
            <add place="LM">
               6 Answer.
            </add>
            I conceiue those wordes (as it stands now established) have reference of <lb/>
            <ex>th</ex>e Former legall establishm<ex>en</ex>t, of Episcopall goverment, before this Synod <lb/>
            was call'd, The Synod adding noe other establishm<ex>en</ex>t, but requiring the <lb/>
            oath of recognition, which is but an affirmation of what was formerly <lb/>
            in being in <ex>th</ex>e Church, And I swearing not to alter <ex>th</ex>e goverment, As it <lb/>
            is now established, That particle, Now, in all good construction, is Anteced<supplied reason="guttering">ent</supplied> <lb/>
            to <ex>th</ex>e oath as being part of <ex>th</ex>e matter uppon which <ex>th</ex>e oath passeth, <lb/>
            and soe is pr<ex>e</ex>supposed before <ex>th</ex>e oath is taken, otherwise it is not actualy <lb/>
            establisht by <ex>th</ex>e oath till <ex>th</ex>e oath be fully performed, and cosumate./
            </p>
         <p>
            2ly These words, and as by right it ought to stand, are generall tearmes <lb/>
            imp<ex>or</ex>ting <ex>th</ex>e lawfull <sic>appiontment</sic> of these severall officers, but not determi<lb break="no"/>
            ning <ex>th</ex>e spetiall right uppon which they are grounded, <del rend="strikethrough">The</del> like <del rend="strikethrough">mode<lb break="no"/>
               ration</del> as <ex>th</ex>e 36 Article of religion affirmes, That <ex>th</ex>e consecration of <lb/>
            Bishops is right, orderly, and lawfull, but descends not to any p<ex>ar</ex>ticular <lb/>
            determination of <ex>th</ex>e kinde of right, and yet wee <sic>subcribe</sic> to this Ar<del rend="strikethrough">ti</del>
                <lb break="no"/>
            ticle, without questioning what is <ex>th</ex>e speciall right upon which they are <lb/>
            grounded, The like moderation doth <ex>th</ex>e oath use, not vrging any p<ex>ar</ex>ticular <lb/>
            acknowledgement of this, or that kind of right, but contents it selfe with <lb/>
            generall repressions of right, and lawfullnes, and <ex>th</ex>e oath running in gener-<lb break="no"/>
            all tearmes, obliges noe man further then to <ex>th</ex>e acknowledgement in gene-<lb break="no"/>
            rall; according to <ex>th</ex>e Kinges declaration before <ex>th</ex>e Articles, where it is said, <lb/>
            That <ex>th</ex>e generall meaning of <ex>th</ex>e Articles of <ex>th</ex>e church is to be held

            without drawing <ex>th</ex>e Article aside any way, or put any mans private <lb/>
            sense; or Comont, to be <ex>th</ex>e meaning of <ex>th</ex>e Article, but it shall bee <lb/>
            taken in <ex>th</ex>e litterall or gramaticall sense,; soe <ex>tha</ex>t hee <ex>tha</ex>t holds <ex>th</ex>e right-<lb break="no"/>
            full establishment of this goverment in generall satisfies <ex>th</ex>e oath.
         </p>
