13 October 1640 English remembrances Bishops' Wars Scotland diplomacy

Octobr. 13. anno 1640. Remembrances for the Lords Commissioners, to put them in mind of such things, as haue falne into Debate, about the Demands of the Scotts for maintenance of their Army during the Treaty.

The 1st thing they are to endeavor, is, a present cessation of Armes They are by all Honorable, safe, & convenient means to find out some wayes for preserving the Counties of Northumber, & the Bishop =prick of Durham, from the hard condition in which they now are in For the better effecting heerof, they are to consider how Bar- wick, & Carlile may be victualled out of Scotland, & the army of New-Castle in proportion be victualled out of England. They are also for this purpose to take into consideration the opening of the free passage, & trade betweene Scotland, & New castle, by land, & sea, wherby the army ther may be better victu- alled from Scotland. If besides the former meanes ther be urgent necessity, they are to take into consideration what other adiacent Counties shall contri- bute, & in what proportion, & manner. They are to remember the great detriment his Majestye hath sustained in his revenues by hindering the trade of Coales, & to make what use they can therof for lessening the contribution. They are to take into consideration the Lessening of both Armies. They are furder to take care, that upon lessening, or disbanding of the Army, or otherwise, ther be no plundering of the Coun- tries, & that security be given for the same. They are by all possible meanes to hasten the treaty, & that ther be noe unnecessary delayes therin. For the better encouragement of such counties, as the Lords shall think fitt to moue to a contribution, they are to declare unto them, that his Majesty, & his Lords of the great Councell will recommend to the Parliament, as well the great losses they haue sustained, as the charge they haue, or shalbe at, for the good, & safety of the rest of the Kingdome.

These remembrances not to be concluding, but any other way to be taken, that the Commissioners shall thinke fitt.
