         <p>
            <add place="header">12 April 1628</add>
            That on friday the Eue of their fast, late in the afternoone <lb/>
            beyond all expectation, the House of Commons gaue his Ma<ex>jes</ex>tie <add place="above">
                    <hi rend="italics">unanimously</hi>
                </add> without <lb/>
            all condition/ .5. subsidies to be payed beweene this &amp; Christmas. <lb/>
            The report whereof being by S<ex>i</ex>r Iohn Cook carried to his Ma<ex>jes</ex>tie<lb/>
            his Ma<ex>jes</ex>tie expressed wonderfull joy &amp; contentment saying he was <lb/>
            more happie then any of the Kings his predecessors <del rend="strikethrough">were</del>, &amp;c <lb/>
            <sic>&amp;</sic> then asking S<ex>i</ex> Iohn Cook further by how many voices he carried it, <lb/>
            he answered But <hi rend="italics">by once voice</hi>; whereat his Ma<ex>jes</ex>tie being at first <lb/>
            somewhat <del rend="strikethrough">appalled</del> appalled, S<ex>i</ex>r Iohn replyed, his Ma<ex>jes</ex>tie had so much <lb/>
               the greater cause of joy, the whole <hi rend="italics">House</hi> being so vnanimous, as <lb/>
            they made all but <hi rend="italics">One voice</hi> at which they say His Ma<ex>jes</ex>tie wept. <lb/>
               The Duke at the Counsell Table <del rend="strikethrough">whither</del>
                <add place="above">where</add> his <del rend="strikethrough">
                    <gap reason="illegible" quantity="3" unit="chars"/>
                </del> Ma<ex>jes</ex>tie was pre=<lb break="no"/>
               sent humbly besought his Ma<ex>jes</ex>tie to grant all the Parlaments desires, <lb/>
               since he was perswaded they intended nothing more then his &amp; the <lb/>
               Kingdomes good. And the better to accomplish <add place="above">it</add> desire his Ma<ex>jes</ex>tie to <lb/>
               withdraw his favour from him, seing he was willing to sacrifice <lb/>
               himselfe his honours &amp; all that he had for the good of his Countrey <lb/>
               And whereas he vnderstood, that his pluralitie of Offices was excepted <lb/>
               against, he was contented to giue up the Master of the Horse to <lb/>
               Marquesse Hammilton, The Warden of the Cinque Ports to the <lb/>
               E of Carleile, when he returned from his Ambassadge. And for the <lb/>
               Admiraltie, he desired onely to be Admirall in time of peace &amp; at <lb/>
               home, &amp; that the Counsell &amp;  the Houses of Parlament might appoint <lb/>
               another Admirall for all seruice at Sea. This was within few houres <lb/>
               after the grant of the subsidies.
         </p>
         <p>
            Secretary Cook returning to the House to signifie his Ma<ex>jes</ex>ties <lb/>
            <del rend="strikethrough">
                    <unclear>ioyfull ex</unclear>
                </del> gracious acceptance &amp; that his Ma<ex>jes</ex>tie promised he would <lb/>
            deny them nothing that any of his predecessors had granted <del rend="strikethrough">
                    <gap reason="illegible" quantity="2" unit="chars"/>
                </del> them, for <lb/>
            their liberties &amp; immunities &amp;c he added also, for a conclusion what <lb/>
            service my Lo<ex>rd</ex> Duke had done in so earnestly beseeching his Ma<ex>jes</ex>tie to <lb/>
            giue the House full content in all their desires. For which S<ex>i</ex>r Iohn <lb/>
            Eliot stood vp &amp; checked him, saying, that they in what they had done <lb/>
            had no respect to any but his Ma<ex>jes</ex>tie alone, nor intended <del rend="strikethrough">

                </del> to giue <lb/>
            any <add place="above">man</add> content but him onely, nor regarded any mans acceptance but his. <lb/>
            Nor knew they of any other distinction but of King &amp; Subjects <lb/>
            &amp; therefore accounted of the Great man no otherwise than as one of <lb/>
            themselues, who together with them was to advise of meanes to giue his <lb/>
            Ma<ex>jes</ex>tie contentment <del rend="strikethrough">

                </del> in prouision for the good of the <lb/>
            Kingdome. Wherevnto many in the House made an acclamation, <hi rend="italics">Well</hi>

            <hi rend="italics">spoken S<ex>i</ex>r Iohn Eiot.</hi>

         <p>
            On monday Last the Duke made a speach in the Lords house <lb/>
            which they say, giues much contentment. The King is willing to <lb/>
            yeeld to all they desire in behalfe of their liberties; onely stands some=<lb break="no"/>
            what vpon the point o billetting of souldiers. which he sees <add place="above">not</add>, how he can <lb/>
            yeeld to, as they desire it, without some maine diminution to his prerogatiue <lb/>
            yet it is supposed, <del rend="strikethrough">they</del> they will agree

         <p>
            This l<ex>ett</ex>re enclosed was written time enough, but <lb/>
            sent to late, or the Cheesman went too soone &amp; sooner then he <lb/>
            was wont. for it stayd behind. I sent it now to Kenford, <lb/>
            if the Carrier carie it not to Bury to gett 2d more, as once <lb/>
            he did. And <add place="above">that</add> I may make some amends for disappointing your <lb/>
            expectation, at the usuall time; I sent with it the summe of <ex>th</ex>e <lb/>
            Kings speech &amp; <add place="above">the</add> Dukes formally printed. I wonder, whose wisedome <lb/>
            it was, in this sort, to publish them thus checkmate together: but I hope <lb/>
            you will excuse me for sending them. In my le<ex>tt</ex>re I told you <lb/>
            that the Duke in his speech made offer of resignation of some of <lb/>

            Both speeches following were deliuered at the Coun=<lb break="no"/>
            sell table in the afternoone of th same day, when <lb/>
            the five subsidies were granted in the House of <lb/>
            Commons.
         </p>

            The same morning before the graunt, his Ma<ex>jes</ex>tie <lb/>
            had sent a most gracious message to the House, by <lb/>
            S<ex>i</ex>r Iohn Cook, signifieing, that he would confirme all <lb/>
            the priviledges of the subject conteined either in <lb/>
            <hi rend="italics">Magna charta</hi>, or elsewhere, in any manner, as <lb/>
            they should think good to propound. Which <lb/>
            message so privailed with them, as they presently <lb/>
            fell into the discourse of giving, which ended <lb/>
            with the graunt aforesayd. To this message <lb/>
            is reference in the Dukes speach.

               For although his great occasions of <lb/>
               State did require more Money then at <lb/>
               this time was giuen; yet now he made <lb/>
               account he could not lacke since he had <lb/>
               their loues; and that this day, he <lb/>
               thought that he had gayned more Re-<lb break="no"/>

            you a great <hi rend="italic">King</hi>; For loue <lb/>
            is greater then Maiestie. <hi rend="italic">Opinion</hi> <lb/>
            that your People loued you not <lb/>
            had almost lost you in the opinion <lb/>
            of the <hi rend="italic">World:</hi> but this day makes <lb/>
            you appeare as you are, <hi rend="italic">A glorious <lb/>

            hath wrought already these ef-<lb break="no"/>
            fects, they haue taken your heart, <lb/>
            drawne from you a declaration that <lb/>
            you will loue Parliaments. And a-<lb break="no"/>
            gaine, this will be mett, I make no <lb/>
            question, with such respect, that <lb/>
            their demands will be iust, dutifull <lb/>
            and moderate: For they that know <lb/>
            thus to giue, knowe what is fit to <lb/>
            aske: then cannot your Maiestie <lb/>
            do lesse then outgoe their demands <lb/>
            or else you doe lesse then your selfe, <lb/>
            or them: For your Message begat <lb/>
            trust, their trust and your promise <lb/>
            must then beget performance. This <lb/>
            being done, then shall I with a glad <lb/>
            heart hold this worke as well ended

            sturbers both of <hi rend="italic">Church</hi> &amp; <hi rend="italic">Co<ex>m</ex>mon-<lb break="no"/>
               wealth</hi>. Now <hi rend="italic">Sir</hi>, to open my heart <lb/>
            and to ease my griefe, please you to <lb/>
            pardon me a word more. I must <lb/>
            confesse I haue long liued in paine, <lb/>
            <hi rend="italic">Sleepe</hi> hath giuen mee no rest, <hi rend="italic">Fa-<lb break="no"/>
               uours</hi> &amp; <hi rend="italic">Fortunes</hi> no content, much <lb/>
            haue bene my secret sorrowes to be <lb/>
            thought the man of <hi rend="italic">Seperation</hi>, and <lb/>
            that diuided the <hi rend="italic">King</hi> from his peo-<lb break="no"/>
            ple, and them from him; but I hope <lb/>
            it shall appeare, they were some mi-<lb break="no"/>
            staken mindes, that would haue <lb/>
            made me the euill Spirit that wal-

            Which being done, S<ex>i</ex>r Iohn Eliott stept up, &amp; <lb/>
            taxed Mr Secretary for entermingling a subjects <lb/>
            speech with the Kings message, whereby he might <lb/>
            seeme (sayd he) to derogate from the honour &amp; <lb/>
            Ma<ex>jes</ex>tie of a King. Nor could it become any subject, <lb/>
            to beare himselfe in such a fashion, as if no <lb/>
            grace out to descend from the King to <ex>th</ex>e people, <lb/>
            nor any loyaltie ascend from the people to <ex>th</ex>e King, <lb/>
            but through him onely./
